Mental Retardation Services (MRS) is a part of the City's Department of Mental Health, Mental Retardation and Substance Abuse Services. It is governed by the Alexandria Community Services board, which is appointed to oversee programs serving citizens with mental disabilities. It is the goal of MRS that every citizen of Alexandria with mental retardation live and work as independently as he/she is able.

Programs serve Alexandria City residents only. Services for adults with mental retardation include case management, center and community-based vocational services and residential services, such as group homes, supervised apartments and supported living. Services for children with developmental delays or mental retardation include case management and parent-infant education. MRS also meets consumer needs by contracting with private service providers in the region.
